Each lock in the building is modified with additional pin stacks — called master wafers or shear points — so that two different key cuts can operate the same cylinder: the individual 'change key' assigned to a specific door, and the master key that opens every lock in the system. A sub-master key sits in between, opening a defined group of locks (say, all HR office doors) without touching locks assigned to other departments. The engineering math behind this is precise; one miscalculated cut means a key either doesn't turn or, worse, inadvertently opens a door it shouldn't.
